CHARLES-Stockton Police Chief Robert Beeter, 51, was indicted Tuesday, May 21 by a Kane County grand jury on 16 counts of identity theft, each a Class 3 felony, and four counts of official misconduct, each a Class 3 felony. The indictment states that on several occasions between Aug. 11, 2010, and April 12, 2011, Beeter, who served previously as deputy police chief in Elgin and became chief of police in Stockton in 2012, without lawful authority, used personal identification information of someone he knew to access that person's personal email account. In addition, on four occasions between June 8, 2010, and June 25, 2010, Beeter accessed the Law Enforcement Agencies Data System (LEADS) to gain information on a specific individual for his personal use. Misuse of LEADS is a violation of the Illinois Criminal Identification Act, and a violation of the Illinois Administrative Rules for Department of State Police Law Enforcement Agencies Data System. All allegations of official misconduct took place when Beeter was serving as a deputy chief of the Elgin Police Department. Following the indictment, a warrant was issued for Beeter's arrest. Bail was set at $25,000 with 10 percent to apply for bond. At about 2 p.m. Tuesday Beeter was taken into custody by the Jo Daviess County Sheriff. Beeter posted bond and was released. His initial court appearance has been set for 9 a.m. June 12 at the Kane County Judicial Center. If convicted, Beeter faces a sentence of probation or between two and five years in the Illinois Department of Corrections.
